Ukiah
Valley Area Plan and Environmental Impact Report
The
Ukiah Valley Area Plan (UVAP) was put
together as an outline of growth in the Valley from
essentially the area covered north to south is the top
of the ridge at the south end of the Valley up
to Highway 20 at the North. From east to west,
it is essentially the valley floor up to the ridges
on both sides. The 400+ page Environmental Impact
Report) for the UVAP ( UVAP/EIR) was
supposed to outline the environmental impacts in this
same area. The EIR study and the resulting document
were developed by Leonard Charles Associates.
On
October 25 at a second public workshop which the Ukiah
City Council scheduled to hear public input about the
UVAP EIR, a unanimous decision was reached to send a
letter
from the City Council and a letter
from the City Planning Staff regarding
the inadequacy of the UVAP EIR.

a background to the entire document

table that summarizes the various impacts
and their mitigations
3)
Environmental Impact Analysis Chapter (Page 68-338):
this is the detailed analysis of each of the areas of
impacts explored. Getting feedback on these areas
provide the foundation for addressing the conclusions
of the report.
4)
Topical Issues and Impact Summaries Chapter (Pages
339-366)
Growth-Inducing Impacts
Cumulative Impacts
Irreversible Environmental Changes
Project Alternatives (three are presented
with a summary of all impacts under each scenario)

The
UVAP EIR is what is called a Program EIR rather than
an EIR that cover a specific project. If you are interested
in understanding the difference between a Program EIR
and other types of EIRs, you can access the section
of the California
Environmental Quality Act (CEQA) Article 11. Types
of EIRs See Section 15168
